Port Blair, Aug 08: The Personnel Wing of A & N Administration, is entrusted with multifarious functions related to Personnel Management and functioning as DoPT in this UT. Any service related matters in terms of promotion, RRs, anomaly etc are being dealt by them. Transfer policy issued vide No. 55-3/2007-TW issued by Secretary (Personnel) for whole UT Administration for its implementation, is not been complied off by the Personnel wing itself.
As per the transfer policy 4 (i) No official should be allowed to remain in one office for more than 5 years in general and 3 years in case of public dealing and sensitive departments and as per item No. 10 of transfer policy, incumbency register is required to be prepared which is to be updated every year and provided to the Administrative Secretary.
But it seems that the Personnel Wing is not following the rules, which it imposes on others. Sources told Andaman Sheekha that an Assistant Secretary ranked officer of the unit, who is at the verge of his retirement, has never served any outstation since his appointment. Not only he manages the entire show of A & N Administration, sitting in the Secretariat but also allegedly misbehaves with junior employees.
From the reliable sources it is learnt that like the present Consultant of Assistant Secretary (Vigilance), the said Assistant Secretary is also planning to serve as Consultant for the post of Deputy Secretary (Personnel) after his retirement.
Previously one Chief Secretary has recorded in some of the file that the post of Assistant Secretary (Personnel) should be held by local Pre-42 eligible employee only, but the said file has been missing after the transfer of said Chief Secretary, it is alleged.
Many other allege that due to some weird reasons, local officers who are competent enough and efficient officials have been deprived by not giving the post of Assistant Secretary (Personnel).
When Personnel Department itself not complying the Rules and Regulation and direction of senior officers, then they don’t have the right to give direction to other departments of the UT.
The Chief Secretary must intervene into the matter and any transfer of AC cadre employee should be considered as per the incumbency register in order to prevent any resentment. Seems that any story being published in the dailies are not been taken seriously by the Administration due to which the position stands same.
After reading this story, the general public may seek information under RTI Act, 2005 about the action taken report for which the Administration must remain prepared.
