Port Blair, May 23: Shipping services are the lifeline of the Andaman and Nicobar Islands, providing crucial connectivity to the far-flung islands. While the present fleet comprises both old and new ships, only two vessels, namely MV Sindhu and MV Nalanda, are relatively new and offer desirable services to the islanders.
Recognizing the importance of preparing for future needs, the administration has taken steps to bolster the shipping sector by ordering new vessels. These upcoming additions aim to provide uninterrupted services to all islands, including the most remote ones.
In a recent interview with Secretary of Shipping, Mr. Kshirsagar Kishore Lakshaman (IAS), aired on AIR Port Blair, he emphasized the significance of shipping services in the Andaman and Nicobar Islands.
He informed that the administration has already commenced efforts to strengthen the shipping sector, as demonstrated by the induction of MV Sindhu last year and MV Nalanda this year. These modern ships have garnered positive responses from the public, attracting interest due to their comfortable and well-equipped travel facilities.
Looking ahead, the administration plans to further fortify the harbor ferry and vehicle ferry sectors by replacing ageing vessels. Notably, ships such as MV Dering and MV Sentinel are among the older vessels scheduled for replacement, with the initiation of the replacement process already underway.
He said that the construction of MV Atal and MV Ashoka is currently in progress, with approximately 65% of the work already completed. These large ships boast modern amenities and a passenger capacity of 1,200, surpassing the 500-passenger capacity of MV Sindhu and MV Nalanda.
Previously, MV Nicobar and MV Nancowry had a similar passenger capacity, but currently, only MV Swaraj Dweep serves the mainland sector.
The existing fleet of shipping services comprises 11 vehicle ferries and 11 passenger ferries. In addition to smaller ships like motor launches, eight inter-island vessels, and the mainland plying ship MV Swaraj Dweep, the administration plans to allow MV Nalanda and MV Sindhu to operate within the fleet. To enhance service capabilities, the administration has also completed the tender process for the acquisition of two new high-speed response vehicles.
Furthermore, plans are underway for the construction of six passenger harbor ferries, four vehicle ferries, six small-size harbor ferries, five small-size vehicle ferries, and three inter-island vessels with a passenger capacity of 300. These three vessels will cater to areas with less draft, such as Car Nicobar and Diglipur, ensuring improved services.
The Secretary, Mr.Kshirsagar highlighted the immense undertaking of augmenting the shipping fleet, acknowledging that construction would take a considerable amount of time. However, he said that the administration remains committed to strengthening the shipping services in the Andaman and Nicobar Islands, ensuring reliable and efficient connectivity for the residents and visitors alike.

MP demands six-month time to all aspiring candidates of SI Post in A & N Police to obtain the necessary driving licences for two and four-wheelers
Port Blair, May 23: Recognizing the plight of unemployed youths who possess the required qualifications and skills for Sub Inspector Post in Andaman and Nicobar Police but lack the driving licences, the Member of Parliament of Andaman and Nicobar Islands, Shri. Kuldeep Rai Sharma has requested the Director General of Police, A & N Islands to consider granting a six-month grace period for all aspiring candidates to obtain the required driving licences for both two-wheelers and four-wheelers.
In a letter addressed to the Director General of Police, the Member of Parliament pointed out a particular clause mentioned in the recruitment notice, which states that candidates must possess a valid driving licence for both two-wheelers and four-wheelers.
He mentioned that such a requirement was not included in previous recruitment drives. Consequently, many candidates who wish to apply for the position of Sub Inspector were unaware of this criterion and did not prepare the necessary driving licences. As a result, it is anticipated that a significant number of deserving candidates will be automatically disqualified from even applying for the post.
In the interest of unemployed youths who possess the required qualifications and skills but lack the driving licences, the Member of Parliament requested to consider allowing a six-month time to all aspiring candidates to obtain the necessary driving licences for two-wheelers and four-wheelers.
He said that six months will provide ample time for candidates to complete the licence application process and fulfill this newly introduced requirement. He added that this will ensure a fair and equal opportunity for all eligible candidates.
He also requested to continue the recruitment process without any disturbance during this extended period. “This will allow candidates to complete the necessary driving licence requirements and submit the relevant documentation to the department within the given timeframe,” he said.
Residents Express Discontent Over condition of new Road in Duke Nagar, Swadesh Nagar Panchayat

Port Blair, May 23: The residents of Duke Nagar under the Swadesh Nagar Panchayat of the Middle Andaman district are deeply dissatisfied with the condition of a recently constructed road in their area. Allegations have arisen that the road, which was completed just a few days ago, has already suffered from multiple cracks and damage due to passing vehicles.
The Pradhan of the Swadesh Nagar Gram Panchayat, Mr. Debabrata Das, spoke to Andaman Sheekha Daily about the grievances faced by the village residents. He highlighted that road work commenced last month but residents were dismayed to discover that the road did not meet the agreed-upon standards, exhibiting poor quality and workmanship.
To ensure the matter was addressed promptly, Mr. Murthy, the Executive Engineer of the Andaman Public Works Department (APWD), was informed about the situation by the Gram Panchayat Pradhan Mr. Das.
Upon receiving the complaint, the Executive Engineer promptly visited the site along with the contractor’s representatives to assess the condition of the road. After thorough examination, the Executive Engineer reportedly instructed the contractor to resume work in accordance with the agreed-upon terms. Furthermore, it was determined that an official inspection would be conducted upon the completion of the road work.
Andaman Sheekha Daily reached out to a senior officer from the APWD, who confirmed that the matter had been taken seriously and the contractor had been instructed to construct the road as per the agreed-upon standards. The official emphasized that there would be no compromise on the strength and quality of the work.
CPI (M) Protests against Harassment of Clerical Cadre Staff by Admin
Port Blair, May 23: CPI (M) has urged the A & N Administration to review the transfer orders of clerical cadre staff issued by the Personnel Department in gross violation of service rules. In a letter sent to the Chief Secretary, A & N Administration, D. Ayyappan, Secretary, CPI (M), A & N State Organising Committee drew the attention of the Chief Secretary to the general transfer order bearing No. 1152 dated 27th April, 2023 issued by the Assistant Secretary (Perl), transferring 139 Higher Grade Clerks of the Amalgamated Clerical Cadre of the Administration from Port Blair to various outstations and vice versa.
He said that though the order was issued on 27th April, 2023, the employees were relieved from their respective offices on the very next day (28th April) which is unheard of in the case of a general transfer. Only in exceptional cases of individual employees, the stand relief on the same day/next day is resorted to. These employees are holding important and sensitive charges of purchase, procurement, store, accounts matters, establishment matters with custody of service books, Cashier, etc. It is impractical and unreasonable to relieve such staff on the same day of seeing the transfer order in social media as no office will receive a copy of the transfer order from the Administration on the same day of issuing such order. Another order bearing No 1153 dated 27th April, 2023 was also issued transferring 75 Lower Grade Clerks on the same pattern.
Ayyappan said that these transferred employees are eligible for getting the Composite Transfer Grant Advance, etc. before they are relieved of their duties at the existing places of posting. Denial of the same is sheer violation of the rules and Govt. of India’s orders in this regard.
CPI (M) has noticed that the A & N Administration vide its letter No. 55-6/2022-PW-Vol-I dated 19th May, 2023 of the Assistant Secretary (Perl) has directed the Director of Accounts & Budget, Port Blair to withhold the salary for the month of May, 2023 in respect of those LGCs/HGCs who have not joined their new places of posting. In the said letter it was also mentioned that “the Competent Authority has desired that the period from 29/4/2023 to till the joining of their respective new place of posting shall be treated as “Dies Non” for all purposes in respect of all the above mentioned LGCs and HGCs.” CPI (M) Secretary further stated that these employees are also denied the Joining Time of 10 days as provided under CCS (Joining Time) Rules, 1979.
Taking strong exception to the manner in which the above orders/ directions have been issued, Ayyappan told the Chief Secretary that the Administration’s decision to treat the period from the next day of transfer order as dies non even if the concerned staff are not relieved on 28th April, 2023 by the Head of Office/Department due to delay in handing over and taking over charge held by the concerned LGC/HGC, is unreasonable, illogical and it smacks of the autocratic and authoritarian manner the A & N Administration under the present dispensation is being run.
He brought to the notice of the Chief Secretary that while the Administration is adamant to penalize the group C employees, no action seems to have been taken against the Heads of Departments/Heads of Offices concerned for not relieving the LGCs and HGCs who were transferred by the Administration. He said that these actions on the part of the authorities in the Administration have created resentment among the clerical cadre staff in general and those affected staff in particular. Ayyappan further stated in the letter that the Personnel Department of the Administration should be a model for other departments in service matters particularly the transfer, posting, etc. of employees directly under it. Any violation of service rules and illegality committed by the Personnel Department will become a precedent to be followed by other equally belligerent subordinate departments.
CPI (M) State Secretary requested the Chief Secretary to review the entire transfer orders of the above nature issued by the Personnel Department in the recent past and withdraw the anti-employees decisions like stand relieve from the next day of issuing the transfer order and treating the period from the next day till joining duty at the place of posting as dies non, denial of joining time, etc. in order to undo the grave violations of service rules and injustice meted out to clerical cadre staff by those in authority.
ANTCC President Demands for enhancement in Consolidated pay packages of MGNREGA Staffs
Port Blair, May 23: ANTCC President Mr. Rangalal Halder has demanded the Administration for enhancement in pay scale packages for MNREGA Employees.
In a letter addressed to the Secretary (RD), A & N Administration Mr. Halder said that The MGNREGA scheme has been granted positive response and has been successful in providing employment to millions of people and has contributed significantly to the development of rural areas.
He stated that the current pay scale for MNREGA Employees is inadequate and does not reflect the hard work and dedication that the Employees put in.
The current wage rate of MNREGA Employees is insufficient to meet the basic needs of a worker and their family. The cost of living has risen substantially over the years, and it is essential that the pay scale for MNREGA Employees will be revised to reflect the current economic situation.
Mr. Halder has proposed the salary enhancement for the MGNREGA Employees as under: Programme Officer *(PO)*-*Rs. 65000*, Assistant Engineer* (AE)*-*Rs.55000, *Accountant-*Rs.45000*, Data Entry Operator* (DEO)* – *Rs.35000*, Gram Rozgar Sewak *(GRS)*-*Rs.35000, *Technical Assistant*(TA)*- *Rs.35000*.
He has further requested to take an emergent action for enhancing the pay scale for MNREGA Employees and to take responsibility to recognize the hard work and contribution of the Employees to ensure enhancement with the pay scale packages.
NSUI State President Demands extension of Last Date of applying the posts of PGT in Education Department
Port Blair, May 23: The National Students Union of India (NSUI) State President Mr. M.A Sajid has highlighted the issue of in-sufficient time given to the aspirants applying for the vacancies of Post Graduate Teachers in the Education Department.
In a letter addressed to the Chief Secretary, A&N Administration, Mr. Sajid stated that the time duration provided to the aspirants is from May 10th to May 31st, 2023 which is not sufficient while as per the guidelines of Employment Exchange, at least 30 days should be given to the aspiring candidates to apply for the posts.
He mentioned “In education, the self-marking system is in practice; hence, conducting recruitment examinations is not required. Even for contractual appointments, 45 days is allowed. There is a heavy rush in the cyber café to fill up the forms; hence, it is requested to provide at least 45 days to fill up the forms online and then submit the hard copy to the respective centers”.
“The Education Department has also asked for a Caste Certificate, which is highly objectionable as no caste system is available in the A & N Islands. Moreover, an OBC Certificate should be produced after the date of publication of the Vacancy. It is very hard to obtain an experience certificate, a fresh OBC Certificate, etc., and then apply for the post of PGT. The Revenue Department is taking more than 15 days to issue certificates as the Patwari are overburdened’, said Mr. Sajid.
Mr. Sajid added that the self-marking system introduced by the Education Department is not in accordance with the Recruitment Rules, which can be challenged. The Additional marking allowed to the candidates who have done PG in double subjects and M.Ed is neither in the RR nor in the Recruitment Notice, hence it appears to be wrong.
Concluding his letter, Mr. Sajid requested the Chief Secretary, A&N Administration to kindly look into the matter and issue necessary directions to the Education Department to redress the plight of aspirants.
SBM Ambassador visits PHC Manglutan
Port Blair, May 23: To check the cleanliness and sanitation under Swachh Bharat Abhiyan today Mr. Naresh Chander Lal, Padmashri Awardee and Ambassador Swachh Bharat Mission Andaman and Nicobar Islands visited the PHC Manglutan and interacted with the patients, out- patients, attenders and staff of the hospital and urged them to maintain cleanliness at the hospital premises as well as to their respective societies.

G20 Mega Beach Clean Up Organized by Diglipur Forest Division
Diglipur, May 24: G 20 Mega Beach cleanup was organized by Diglipur Forest Division in collaboration with the Ministry of Earth Sciences to create awareness among the local populace and to sensitize the people towards awareness and conservation of ‘Beach Ecosystem’.
As per report, many events like Walkathon, Cycle Rally, Cleaning up of National Parks and public places was prior conducted for the build-up to the main event on 21/05/2023. Zilla Parishad Adhyaksh Mr. Subrata Basu was the Chief Guest and the Commandant Coast Guard DHQ-9 Mr. Ankur Barodia was the Guest of Honor of the grand gala. The event was started with the lighting of lamp and address by the Chief Guest and the Guest of Honor.
The Chief Guest Mr. Subrata Basu then administered the “G 20 Mission Life Pledge” to adopt a healthy environment friendly lifestyle. Then Beach Cleaning was flagged off. A total of 237.6 kgs of waste was collected and segregated as per the categories for safe disposal and recycle. Photography, painting and waste out of the best exhibits were on display along with Sand Art, Selfie Point and Signature Wall for the lifestyle for environment initiatives.

INTACH A & N Chapter Celebrates International Day for Biodiversity with MJ Music Academy
Port Blair, May 23: The INTACH Andaman and Nicobar Chapter celebrated the International Day for Biodiversity with the students of MJ Music Academy at the Chidiyatapu Bio Reserve where they taken on a tour of the Bio Park and made aware of the endemic species like Water Monitor Lizard, Andaman Wild Pig, Crab Eating Macaque, SaltWater Crocodile, Nicobar Megapode, Green Imperial Pigeon, Dark Serpent Eagle, Crested Serpent Eagle, and exotic species of Spotted Deer and Barking Deer. The tour was conducted with support from Mr. Tilak, Deputy Director, Bio Park, Chidiatapu and Mr. Birendra Chowdhary, CF, Forest Department. A special thanks to Mr. Gilbert, Forest Guard for his verbatim recounting of incidents with the animals.
