Diglipur, Aug 11: A couple of weeks ago a massive landslide brought down a torrent of mud and debris near Badur Tikrey destroying the uphill road that connects Radhanagar Gram Panchayat’s villages with Diglipur Bazaar.
As per report, the steep gradient of the cut slope, presence of highly weathered rock, thick debris, saturation due to rainfall and lack of toe support (the distance between the edge of the highway and the beginning of the slope, a key factor while designing stable slopes along road), disturbance of drainage flows are the primary causative factors of the debris flow.
Intense rainfall acted as the trigger for the landslide thereby severely damaging the steep road, as explained by the Engineers of the APWD, Diglipur. The high relief and overburden material in the hill slope suggest that retrogression of the slide is probable during prolonged rainfall, they further informed.
However, the Engineers of the concerned Division took immediate initiatives and swung into action thereby clearing the debris with excavator by cutting the earth in 4.5 mtr deep on war footing. Then as a stopgap measure, boulder pitching with a temporary retaining wall was done to arrest the further slide and damage of the road, they further said.
Meanwhile, the residents in the areas voiced their concern about the retrogression of the slide and further aggravation of the road in question. Talking to Andaman Sheekha Daily they said that the intensified rain is yet to happen, and if the road further worsens, it will render a complete disruption of traffic on this route thereby putting the residents of these areas in facing severe commuting woes.
However, the Engineers of the concerned Division said that they have planned for a permanent solution to arrest the slide and further damage of the road thereby erecting a gabion wall along the road, and they have reportedly submitted the necessary estimate to the Office of the Superintending Engineer, Port Blair for approval, they informed.
Major Fire in Diglipur Guts Six Rooms, Highlights Urgent Need for Local Fire Hydrants

Diglipur, Aug 08: Yet another fire accident occurred within a month in Diglipur.
As per report, a major fire broke out in rented houses behind the Old Fish Market, Subashgram, under Diglipur Tehsil. Six rooms made of bamboo chattai and GI sheet as roof were completely gutted while one RCC room attached to these six rooms was seriously affected by the fire. Out of six roms, 04 rooms were unoccupied and 02 rooms were on rent. Mr. Tapas Biswas, S/o Mr. Tapan Biswas, R/o Subhashgram is stated to be the owner of the rooms/house gutted. However, no casualties were reported.
Primarily, the cause of the fire is attributed to a short circuit, but it is too early to say anything about the reason for the fire accident and its actual cause is awaited.
The fire broke out at around 10:00 am and the Fire Brigade’s prompt action brought the fire under control soon. Local residents extended their helping hands to Fire Brigade staff and assisted to douse the conflagration within a short span of time. However, the Fire tender found it difficult to fill its tank with water from a hydrant existing at Sri Sri Shani Mandir which is quite a distant place from the fire accident.
Remarkably, Andaman Sheekha Daily published a news article recently on the necessity of setting up fire hydrants at the desired locations in Diglipur Bazaar area including one near Subhashgram Fish Market, as the issue was raised by the Diglipur Merchant Association. A fire hydrant near Subhashgram Fish Market would have been a major advantage in dousing today’s fire, people opined.
Shibpur Villagers Urge Administration to Upgrade Sub-Centre to Primary Health Centre for Better Healthcare Access

Diglipur, Aug 06: The residents of Shibpur, Kalipur, Lamiya Bay and Durgapur of Diglipur Subdivision expressed their grievances in regard to health service and sought for opening up of a Primary Health Centre at Shibpur.
According to information, there are several reasons why the locals of Shibpur, Kalipur, Lamiya Bay and Durgapur want that the Administration take initiative to open up of a Primary Health Centre (PHC) reportedly preferably at Shibpur. They said that these villages are remote and far away from the sole Community Health Centre, Diglipur and in a medical emergency, they have to face a terrible ordeal, they rued. The core purpose of a Primary Health Centre is to provide accessible, comprehensive, and continuous care for common medical needs. It focuses on preventive care, health education, early diagnosis, and basic treatment while, on the other hand, to its contrary, there is merely a Sub-Centre at Shibpur which doesn’t meet the medical requirement in emergency for a population of these four villages, they lamented. In the event of non-availability of proper transportation means at night, the patient requiring immediate medical care has to face the wrath of this distressing and vexatious situation, they fumed. There are instances that patients from these outlying areas reportedly had to either compromise with health problems or to bite the dust, they said. Now they feel that the Administration should come forward with ingenuity and rescue these residents living off the beaten track from the quagmire of medical negligence thereby upgrading the existing Sub-Centre to a Primary Health Centre (PHC) reportedly preferably at centrally located Shibpur on a priority basis. Another Sub-Centre may also be opened in addition at a proper location in any of the four villages and which will prove to be a boon to them, they further urged.
Shortage of Technical Staff and Safai Karmachari Cripples Radhanagar Health & Wellness Centre

Diglipur, Aug 01: The Health & Wellness Centre, Radhanagar is plagued with dire shortage of technical staffs and a regular Safai Karmachari. According to information, Health & Wellness Centre, Radhanagar is besieged with problems owing to non-availability of technical staffs and a regular Safai Karmachari.
Talking to Andaman Sheekha Daily, the Pradhan Gram Panchayat Radhanagar, Diglipur Mrs. Nilima Samadder said that there is an X-Ray machine but no man to operate, there is a lab but no staff to test blood, urine and other tests at the Health & Wellness Centre, Radhanagar. In fact, the X-Ray machine was shifted from the PHC and it was sent back to Health & Wellness Centre, R/Nagar only yesterday. However, installation of this X-Ray machine is of no use as there is no technical staff to operate it, the Pradhan further said.
People have to go to CHC, Diglipur for blood test, and in the process they have to spend the entire day for this blood test; moreover the travelling expenditure is also heavy for indigent people, the Pradhan said. “Had a Lab technician been here in this PHC, the patients would have been benefited; especially those patients who need regular blood tests, now they have to run to CHC Diglipur for these tests which are quite hazardous,” the Pradhan said.
However, when Andaman Sheekha Daily posed questions to the CMO (i/c), CHC, Diglipur on the matter, the senior Health Officer said that the X-Ray machine which was shifted from Health & Wellness Centre, Radhanagar to CHC, Diglipur during an emergency has been sent back and installed at Health & Wellness Centre, Radhanagar yesterday.
And as far as blood tests are concerned, the CMO said that his staff regularly visits Health & Wellness Centre, Radhanagar twice a week for collecting blood samples and tests reports are furnished after tests at CHC, Diglipur, and this is the practice in place for many years in absence of a lab technician, he disclosed.
Apart from these shortcomings, the Health & Wellness Centre, Radhanagar is short of a regular Safai Karmachari; there is a woman Safai Karmachari posted on temporary basis and she is too old to perform her duty properly, the Pradhan claimed.
She also disclosed that she has been fighting long for the shortage of required staffs in this Health & Wellness Centre who sent letters after letters and communicated to the respective higher authorities several times in this regard, but all in vain, her requests fell into deaf ears so far, she alleged.
Now, what is the need of the hour is immediate posting of a Lab Technician to test blood, urine, sugar and other tests, an operator for X-Ray machine and a regular Safai Karmachari in the Health & Wellness Centre, Radhanagar she demanded.
Diglipur Merchant Association Urges Installation of Sufficient number of Fire Hydrants in Bazaar Area

Diglipur, July 31: Diglipur Merchant Association, has raised the issue of insufficient number of fire hydrants in Diglipur Bazaar area.
Talking to Andaman Sheekha Daily, the President of Diglipur Merchant Association, Mr. Amarendra Nath Halder said that the non-availability of fire hydrants in Bazaar area is proving to be a major factor in evading the losses inflicted by the incidents of fire, especially during dry season. At present there is merely one fire hydrant installed in Diglipur Bazaar and which is extremely insufficient for a big commercial area like Diglipur Bazaar, as the Diglipur Bazaar has significantly expanded in terms of its area over the last few years. Besides, there are residential houses, congested structures located in the inner part and on the periphery of Diglipur Bazaar. As such, the installation of sufficient number of fire hydrants at the desired locations in Diglipur Bazaar area is extremely essential, Mr. Halder emphasized.
The President, Diglipur Merchant Association further said that he had already approached the Assistant Commissioner with a representation and apprised him of the necessity of the installation of fire hydrants at the desired locations in Diglipur Bazaar area. The Assistant Commissioner heard the grievance submitted by Mr. Halder and then he reportedly forwarded the letter to the concerned higher Officials of the Fire Service for further course of action, Mr. Halder said. However, no fire hydrant has been installed in Diglipur Bazaar as yet, the DMA President further said. “I have seen no positive response from the concerned Department to facilitate its installation so far” alleged Mr. Halder.
The President, Diglipur Merchant Association further said that during a fire incident, once a fire tender is exhausted of water, it takes a lot of time to approach a water source and till that time, damage caused by the fire is massive. Hence, he has urged the Administration for early installation of the fire hydrants at the desired locations in Diglipur Bazaar area on a priority basis.
“Recently, we saw a massive blaze at Electricity Barracks behind STS Garage, Sitanagar a couple of days ago. The fire left 7 houses completely gutted. Had a fire hydrant been available in the near vicinity, the loss could have been minimized,” opined the general public of Diglipur Bazaar.
PS Billiground Cracked a Theft Case within 24 Hours
Port Blair, Jul 31: On 30/07/2024, a complaint of theft of gold ornaments and cash was reported at PS Billiground while the complainant and their family were away in Rangat. Acting promptly on the complaint, a case of theft under relevant sections of BNS was registered at PS Billiground.
Under the leadership of SI MV Shiju Kumar, SHO PS Billiground, a dedicated team was constituted, including ASI Muthu, HC P.K. Kindo, and PCs Charles, Mustafa, and Durga Rao. The team immediately began collecting intelligence at the scene of the theft. They conducted an extensive search for the culprit, alerted informers, and gathered intelligence.
Based on the information gathered, a suspect was identified. Swift technical surveillance was conducted to track the suspect’s whereabouts at the time of the incident. The team later apprehended the suspect, who confessed to the crime during interrogation. As a result of the team’s diligent efforts, within 24 hours of the report, the stolen property was successfully recovered from the accused namely Saurab Saha S/o Ashutosh Saha (23) yrs, Private Worker, R/o Hari Nagar.
The police commend the community’s cooperation and highlight the importance of swift action and collaboration in securing justice. The recovered items and evidence will be crucial in the legal proceedings against the accused.

Farmers in Diglipur Struggle with Increasing Stray Cattle Menace; Veterinary Hospital Initiates Cattle Tagging

Diglipur, July 29: The menace of stray cattle in Diglipur is not showing any signs of ebbing away. According to information, a couple of days ago a herd of feral cows and bulls came out of nowhere during day time and reportedly invaded a paddy field and ravaged the paddy plants recently sowed.
Talking to Andaman Sheekha Daily, Diglipur Farmers’ Union, President, Mr. Kamal Halder said that stray cattle have become a real headache for every peasant/farmer who are now waging a war against these abandoned cattle in one hand, and they are not seeing any concrete initiative from the administration to be aimed at beating the menace of this stray cattle, on the other hand. At this juncture, the entire farmer community are in grave peril owing to these stray cattle, he lamented.
However, amidst all this tidings, a good news in connection to this cattle menace which came to surface was that the Veterinary Hospital, Diglipur has recently undertaken the task of tagging the cattle for every village in Diglipur. The initiative was reportedly taken on the request of Diglipur Farmers’ Union, President, Mr. Kamal Halder said. The tagging of cattle would at least help identify/differentiate the cattle if they are domestic or feral, Mr Halder further added. However, tagging of cattle isn’t the only solution nor is it going to end the menace of stray cattle, he argued.
Laxmipur Villagers File Complaint Against Diglipur Revenue Authority for Alleged Inaction

Laxmipur, North Andaman, July 30: Mr. Sujan Kumar Das, Pradhan of the Laxmipur Gram Panchayat, has taken up a crucial issue with the Chief Secretary of the Andaman & Nicobar Islands Administration against the Revenue Authority of Diglipur. In his letter he alleged negligence and bureaucratic hurdles faced by villagers in resolving land demarcation and building permission issues.
The complaint cites several instances like Repeated Demarcation Failures, Unresolved Land Demarcation Request, Alleged Misallocation of Land and Unapproved Construction.
He mentioned that in first instance two villagers, Sumathi Sarkar and Joystna Das, have reportedly applied for land demarcation three times, but the revenue authority, including the surveyor, allegedly failed to properly demarcate the land and show the final boundary even after the third attempt.
Regarding issue of unresolved Land Demarcation requests, he mentioned that Mr. Harimohan Mistry, a senior citizen from Laxmipur, is said to have applied for land demarcation four years ago. Despite repeated visits to the revenue office, his request remains unaddressed.
Giving an instance of alleged misallocation of land, he mentioned that the Gram Panchayat reportedly received land for a concrete footpath project in 2019. However, the revenue authority and surveyor allegedly assigned a different location, approximately 25 meters away from the designated spot. The complaint suggests this may be due to favoritism towards a revenue department staff member residing nearby.
Regarding unapproved construction, he mentioned that a staff member of the Diglipur revenue department, constructed a concrete building on his paddy land without obtaining the required permission from the Panchayat.
The complaint further states that these issues were brought to the attention of the Tehsildar (revenue officer) of Diglipur and the Deputy Commissioner of North & Middle Andaman through letters sent by the Pradhan. However, no action was reportedly taken.
Mr. Sujan Kumar Das, in his capacity as Pradhan, requested the Chief Secretary to intervene and take necessary steps to resolve the problems faced by the villagers as soon as possible.
Dilapidated Pavements in Diglipur Bazaar Cause Safety Concerns for Pedestrians

Diglipur, July 29: The pavements in Diglipur Bazaar area are in dilapidated condition for the last many years with trip hazards.
As per report, almost all the sidewalks particularly starting from Fish Market to Govt. SSS, Subhashgram Diglipur is in rundown condition for years together and which is causing severe inconveniences to the pedestrians especially for the elderly and children. People, especially aged ones and the school going small children are often found to get tripped on the broken tiles as they came off the sidewalk rendering an uneven surface on it. Obviously, when one stumbles, they get hurt, lose balance, and get into an embarrassing situation. They then openly curse the Dept./Agency for their indifference on the maintenance of this pavement. “It is the responsibility of the concerned Dept./Agency for making sure pavements are free from trip hazards and other defects as much as reasonably practical for public safety reasons. But, the rundown condition of the sidewalk starting from Fish Market to Govt. SSS, Subhashgram Diglipur speaks volumes of apathy/indifference of the concerned Dept./Agency,” said a senior citizen on anonymity.
When asked to comment on the issue, APWD Officials said that this pavement attached to NH is no more within their purview and the construction and maintenance of the NH and sidewalks are now within the ambit of the NHIDCL and this agency is solely responsible to carry out all sorts of works of the NH. The pedestrians and the general public of Diglipur, on the other hand, want the Administration to look into the matter and impress upon the concerned agency to mend the pavement for the safety of people.
Fire Ravages Electricity Barracks in Diglipur, Four LPG Cylinders Explode

Diglipur, July 28: A major fire broke out at Electricity Barracks behind STS Garage, Sitanagar under Diglipur Tehsil last night. According to information, the fire broke out reportedly due to a short circuit. The fire erupted at about 10:30 pm and Mr. Hemanth Rao reportedly informed Fire Station, Diglipur. Taking prompt action, the fire tender immediately reached the fire site and swung into action.
Considering the severity of the inferno, two fire tenders from Fire Station, Diglipur were put to service while one fire tender from FS Kalighat and 01 fire tender from Indian Navy were called to help douse the conflagration. Since the barrack’s houses were wooden structures, the fire rapidly spread thereby causing extensive damage. Due to the blaze, four numbers of LPG cylinder also exploded inside the barrack.
The explosion was so powerful that the barrack’s GI sheet ceiling was heavily destroyed and houses were completely gutted; in fact, everything was reduced to cinders, people said. According to primary investigation, seven number of houses incinerated in the fire mishap were of 1. Jaiman Kujur, 2. Baleshwar, 3. Harihar Baraik, 4. Robert, 5. Alexia Bilung, 6. Jayanti Kujur and 7. Bhudhua Ekka (Rtd.). The fire victims also lost their two-wheelers like motorcycle and scooty. Three goats and chickens reared by Bhudhua Ekka (Rtd.) in the premises also perished in the fire. Though, there was no loss of life reported, a local resident reportedly got minor injuries on his leg during fire fighting.
Meanwhile, delegation of political parties visited the fire icident site today and met the fire victims of the barrack and said that they would stand by them in the times of this adversity. They also urged the Administration to initiate an assessment of the damage caused by the inferno and extend the desired compensation to the fire victims, the source further said.
