Member of Parliament Introduces Private Member’s Bill “The Andaman and Nicobar Islands (Right to Health) Bill, 2023” in the Parliament of 04.08.2023

Port Blair, Aug 04: In a crucial step towards ensuring the right to health for the residents of Andaman and Nicobar Islands, Mr. Kuldeep Rai Sharma, Member of Parliament, has moved a Private Member’s Bill “the Andaman and Nicobar Islands (Right to Health) Bill, 2023” today.

The proposed bill aims to provide comprehensive healthcare rights to the people of the Union Territory, emphasizing preventive, curative, and rehabilitative aspects of health and wellness.

The bill seeks to create a framework that guarantees access to adequate healthcare services for all residents in the region.

If passed, it will mark a crucial milestone in improving the healthcare infrastructure and services in the Andaman and Nicobar Islands, addressing the unique challenges posed by the region’s remote geographical location.

In the said bill the Member of Parliament mentioned that the islanders of the Union Territory of Andaman & Nicobar, due to its geographical location remain susceptible to public health problems. This island located 1200km from mainland India, is beset with several bottlenecks, in terms of infrastructure in health care facilities as well as in the number of health care professionals available.

He added that looking at the overall supply of health care (supply side) and the health outcomes (demand side) scenario, the Union territory of Andaman & Nicobar still has miles to go in terms of improving its services in health care. The Post Pandemic scenario has thrown up new challenges for the island, which is grappling with the constrained infrastructure of healthcare facilities, further aggravated by the locational inhibiting factors.

The Member of Parliament mentioned that the GB Pant Hospital is the lone referral hospital for the entire Union Territory with specialized services in Surgery, Medicine, Gynecology, Pediatrics, ENT, Pathology & Ophthalmology, etc. The Union Territory has a total of 4 functioning CHCs, out of which urban areas have zero CHCs.

He added that the right to life and proper health care is an integral part of life and the quality of life of an individual depends upon the quality of healthcare. Thus, the schemes implemented by the government will be reaching out to more and will be implemented more efficiently if it is backed by legal sanction. Over the years Andaman and Nicobar islands have proven to be of strategic importance to the nation and have established itself as tourist hubs. In the first quarter of last year, the island saw a footfall of 1,36,190 tourists. It is only imperative that the health infrastructure of the island is robust enough to meet the medical needs of the tourists as well.

He mentioned that keeping in mind the violability of the life of an individual this bill seeks to provide the basic right to health to all the citizens of Andaman and Nicobar. In addition to this, this bill also casts a duty upon the government to protect the right to basic health care and the right to access healthcare for all its citizens.

The present Bill seeks to enumerate certain rights for the people of Andaman and Nicobar including free access to health care for all its citizens. However, these rights are not limited to what has been enumerated under this provision but are also in addition to what has been provided by the constitution and in other laws for the time being in force. Further, under the proposed bill, certain duties have also been entrusted to the Government. Thus, in a nutshell, this bill provides an inclusive approach to deal with the wide range of problems of healthcare and its accessibility.

Further, keeping in mind the financial condition of all its citizens of the Andaman and Nicobar islands, this bill provides free access to healthcare in cases as enumerated under the provision of the bill, he added.

STS Bus Service for remote village of Jagannath Dera under Diglipur begins

Port Blair, Aug 04: In a bid to facilitate transportation of school students from a remote village of Jagannath Dera under Diglipur Tehsil, the STS Unit, Diglipur has started a bus service to this village.

According to information, the STS Unit In-charge Diglipur took an initiative and started the bus service on 2nd August 2013 for the first time. The service is for school students and there will be two trips- one in the morning and the other one is in the afternoon, the STS Unit Incharge, Diglipur said. Earlier, the students of this region had to reportedly face untold inconveniences in commuting from their homes and school and vice versa; but now their daily journey has been reportedly eased to a considerable extent. Meanwhile, the students and their parents reportedly looked happy with the initiative taken by the STS Unit In-charge Diglipur.

Naval Officer reportedly Commits Suicide in Indian Navy Ship

Port Blair, Aug 04: In a tragic incident, a naval officer, stationed at Port Blair, reportedly committed suicide yesterday evening inside the cabin of his ship. The officer, identified as Johnson Bahara, a permanent resident of Odisha, reportedly shot himself with his service pistol while the ship was stationed at the Port Blair Naval Jetty Harbor.
According to details, the ship’s crew members heard a gunshot sound around 8:00 PM and rushed to the officer’s cabin, where they discovered the distressing scene.
Sources said that an inquiry into the incident has been ordered by the concerned authorities. While the exact reason behind the suicide is not yet known, preliminary investigations suggest that personal issues might have contributed to the extreme step taken by the officer.
The Police Department and Defence authorities are conducting a joint investigation into the matter, and further details are awaited.
Andaman Sheekha Daily tried to contact the PRO of Andaman and Nicobar Command to get full details and a clear picture in this regard but the PRO was unreachable for a comment.

SC stays Calcutta HC order suspending Andaman Chief Secretary, Rs. 5L fine on LG

Port Blair, Aug 04: The Supreme Court on Friday stayed a Calcutta high court order directing the suspension of Andaman and Nicobar, chief secretary, Keshav Chandra, and also asking the lieutenant governor (L-G), Admiral DK Joshi, to deposit a fine of Rs. 5 lakh in a case of contempt of court.The next hearing of the case has been fixed for August 11.
A bench led by Chief Justice of India DY Chandrachud stayed the impugned directives of the high court, passed on Thursday, after attorney general R Venkataramani mentioned the matter for an urgent intervention.
“He must have done something really drastic to have made the high court pass such an order… though we think suspending the chief secretary and asking the LG to pay a fine is a little too much. We will examine it in detail later,” observed the bench, also comprising justices J B Pardiwala and Manoj Misra.
Riled up by non-compliance of its order on the grant of higher pay and DA to nearly 4,000 Daily Rated Mazdoors (DRMs) employed by the island administration, the high court had suspended the chief secretary.
The division bench of the circuit bench of the Calcutta high court in Port Blair further asked LG Joshi to appear on the adjourned date, in virtual mode, and Chandra to appear personally in court to explain why they should not be punished for the contempt of court.
“This Court clearly finds flagrant and reprehensible contempt on the part of Admiral DK Joshi, Lieutenant Governor, and CS, Keshav Chandra,” said the high court in its order, fixing August 17 as the next date. (Source: HT)

PS Pahargaon solves Bathubasti Murder Case within 3 Hours

Port Blair, Aug 04: PS Pahargaon team successfully arrested a murder accused in connection with the murder of a lady in Bathubasti area that took place on August 1, 2023. The diligent efforts of the police team, coupled with effective coordination and prompt action, led to the swift action.
  On 01/08/2023, at about 1800 Hrs, information was received at PS Pahargaon that a murder had taken place at Bathubasti near Kannan Driving School. Immediately, a police party reached the spot and found that a woman aged 38 yrs was found lying brutally murdered in the kitchen of the rented house of Nabo Kumar Dhar S/o Mr. Narayan Dhar (32)yrs R/o Bathubasti, whom the deceased’s family had brought from West Bengal for working in their parlor. Upon which a case FIR No. 126/23 dated 1.08.2023 u/s 302 IPC was registered at PS Pahargaon.
A team was constituted under the supervision of Insp. Mariam for searching and apprehending the accused. Upon sustained and thorough investigation, the police team got to know that the accused had traveled to Rangat in a pickup van. Immediately, the information was conveyed to PS Rangat. Owing to coordinated efforts of staff of PS Pahargaon and PS Rangat, under the overall supervision of SDPO/SA Mr. Sunny Gupta IPS, the accused Nabo Kumar Dhar was nabbed from Nimbutala within a record time of 3 hours and later arrested by PS Pahargaon team. Further investigation of the case is in progress.
General public is hereby requested to pass credible information regarding any anti-social activities noticed in their locality to phone 112, 100, 03192-250525. Identity of the informer will be kept secret.

Minor Girl Missing Since January: Public Urged to Provide Information

Port Blair, August 4, 2023: The Andaman and Nicobar Islands Police Department has issued a public notice seeking information about a missing minor girl, Sarjina Khatun, who has been unaccounted for since January 20, 2023. The fifteen-year-old girl, daughter of Mrs. Soma Bibi and Mr. Meher Ali Baidya, resides in Dairy Farm, Port Blair.
According to the information provided, an FIR (First Information Report) has been lodged at the Aberdeen Police Station in connection with the missing girl. The authorities are now seeking the cooperation of the public to locate her and ensure her safe return.
The missing minor girl, Sarjina Khatun, is described as 16 years old with a height of approximately 5 feet 3 inches. She has shallow complexion and black hair. Since the date of her disappearance, no further information has surfaced regarding her whereabouts or well-being.
In their efforts to locate Sarjina Khatun, the police have shared the contact details to which the public can provide any relevant information. Individuals who have any knowledge about the missing girl are urged to contact the authorities through the following phone numbers: 100, 03192-232400, 03192-232100, or 03192-236641.

ANTCC President seeks attention towards the Non-Functional of CCTV Cameraat GB Pant Hospital

Port Blair, Aug 04: The ANTCC President Mr.Rangalal Halder has requested the Administrationconcerning the issues for immediate attention of the non-functional CCTVCamera system at GB Pant Hospital.

In a letter addressed to the Directorate of Health Services, A & NAdministration, Mr. Halder has highlighted the issue which has led to aseries of unfortunate thefts and security breaches in recent days in GBPant Hospital.

He said that several recent incidents of thefts in GB pant Hospital havecreated an atmosphere of fear and insecurity among patients and attendants.The lack of surveillance has emboldened miscreants to exploit thevulnerable areas within the hospital premises, putting lives at risk andpotentially damaging the hospital’s reputation.

He added that during the night hours at GB Pant Hospital , outsiders arealso seen roaming unnecessarily in the medical premises which hardlyaffects the safety and well being of the patients and attendants in theHospital which needs immediate action for the same.

Mr. Halder further stated that the safety and well-being of patients,staff, and visitors must be the top priority as it is imperative that theMedical Administration should take immediate steps to restore the
hospital’s security and prevent further incidents.

CPI (M) Conducts Corner Meetings and Public Meetings at Ferrargunj Tehsil Area

Port Blair, Aug 04: Rural South Andaman Area Committee of Communist Party of India (Marxist) has conducted two-day corner meetings and public meetings at different parts of the Ferrargunj Tehsil on 2nd and 3rd August, 2023 on various local issues concerning the people. On conclusion of the corner meetings at different parts of Bambooflat I and Bambooflat II, Wimberlygunj, Hopetown, Shore Point, Stewertgunj areas on 2nd August, 2023, a public meeting was held at Bambooflat Jetty in the evening. Addressing the public meeting, Dr Gouranga Majhi, Secretary, Rural South Andaman Area Committee criticized the central government and A & N Administration for the sufferings of the people. He said that the promise made by the Prime Minister during his visit to these islands in December, 2018 about the construction of the bridge connecting Bambooflat with Haddo/Chatham has not been materialized and it remains as a hollow promise. He demanded to form a Municipal Council at Bambooflat carving out areas from nearby Gram Panchayats. CPI (M) Area Committee Members Karunachetty, Chidambaram and Mohanan Pillai addressed the public meeting.
On 3rd August, 2023, the corner meetings were carried out at Kanyapuram, Brindaban, Namunaghar, Mithakhari, Ograbraj, Tushnabad and Ferrargunj Gram Panchayats. At the conclusion of the corner meetings, CPI (M) organized a public meeting at Ferrargunj junction. Addressing the public meeting, D. Ayyappan, Secretary, CPI (M) A & N State Organizing Committee came down heavily on the BJP government at the center for the problems being faced by the islanders. He said that the drinking water is supplied to the people once in seven days while people are facing power cuts for 6 – 7 hours daily. Prices are increasing and there is no effort on the part of the government to control the prices. Unemployment is increasing in the islands and the BJP government has failed to create jobs for unemployed youths in the islands. Referring to the allegations of corruption in the renovation of NH 4, he further said that corruption is increasing in the islands. Addressing the meeting, Dr Gouranga Majhi, Secretary, Area Committee also referred to various0 problems being faced by the people of rural South Andaman in general and farmers in particular.
CPI (M) State Organizing Committee Members SP Kalairajan and P. Sathyapal, Area Committee Members Karunachetty and S. Chidambaram also addressed the meeting.

Port Blair, Aug 04: With reference to the vacancy Notices published by A&N Administration vide No. 4-13/2022-R&E Cell dated 29.04.2023 & vide No.4-12/2023-R&E Cell/462 dated 26.05.2023 and the vacancy Notice published by A&N Police vide No.DGP/RC/DR/2023/112/2181 dated 09.05.2023 for filling up of various Matric level, Higher Secondary Level and Graduate Level posts for various departments of A&N Administration and A&N Police, the Written Examination for various subjects for these posts were held at various Centers in A&N Islands on 10/07/2023, 11/07/2023, 24/07/2023, 30/07/2023, 31/07/2023 and 01/08/2023.
The Question Papers and Answer Keys for all papers will be uploaded on the website of A&N Police (https://police.andaman.gov.in) on 05/08/2023 at 0930 hrs. Concerned candidates can raise objections (if any) pertaining to any error or mistake, if noticed, in the Questions or Answers, before 1800 hrs. on 08/08/2023 in writing to the Superintendent of Police (Recruitment), Police Headquarters, Atlanta Point, A&N Islands – 744101 or through email on recruitment.phq@and.nic.in.
The objections, received only within a given period, repeat only within a given period, shall be reviewed and the final set of Question Papers and Answer Keys will be uploaded, after review, on the website of A&N Police.
Any objections received after the given deadline i.e. 08/08/2023 (1800 hrs.) shall not be entertained.
