Swaraj Dweep, April 22: A horrifying discovery was made in the early hours of Monday morning when the decapitated body of a missing man, identified as Kishor Hira, was recovered from the forested area near Krishna Nagar No. 06 in Swaraj Dweep. The 53-year-old victim had been reported missing since April 21st, and his body was located with the head severed and found at a short distance from the torso.
According to FIR, Mr. Sudhir Hira a local resident and relative of the deceased told police that Kishor’s wife had informed him at around 5:53 AM on April 22 that her husband has not returned home since 4:00 PM the previous evening.
Concerned, Mr. Sudhir and others began inquiries in the neighborhood. During the search, they reviewed CCTV footage from a nearby store named Blue Fly, which showed Mr. Kishor heading toward a forest path adjacent to a dilapidated house. Notably, he was not seen returning.
The villagers then informed their Gram Pradhan, who promptly alerted the police. Acting swiftly, a search operation was conducted by locals and the police team from PS Swaraj Dweep.
Tragically, their search led to the shocking discovery of a headless body hidden under bushes at the forest’s edge, later confirmed by villagers to be Mr. Kishor Hira. His severed head was found nearby, and initial assessments suggest a brutal murder likely motivated by personal enmity.
Police have launched a detailed investigation into the heinous crime, and further forensic examination is underway.

MP raises DRM regularisation issue at District Planning Committee Meeting and assured to take up the matter at appropriate level
Sri Vijaya Puram, Apr 23: Mr. Bishnu Pada Ray, MP, A&N Islands in his press release today on 23.04.2024 has stated that time and again, many Daily Rated Mazdoors (DRMs) have approached him seeking the regularisation of their services a long-pending and genuine demand aimed at securing their employment and future.
In this regard, he stated that during the District Planning Committee (DPC) meeting for South Andaman district held from 15th to 17th April 2025, he formally raised the issue of regularisation and absorption of all 7,520 DRMs across various categories working in different departments under the Andaman & Nicobar Administration. The proposal was thoroughly discussed and unanimously supported by the DPC, South Andaman which comprises all Zilla Parishad Members, Municipal Councillors and Pramukhs of Panchayat Samities. The demand has now been formally included as part of the pre-mandatory process required for its incorporation in the Action Plan.
He further said he wish to assure all DRMs that a similar demand will be tabled before the District Planning Committees of North & Middle Andaman and Nicobar districts shortly. Following these deliberations, the matter will be submitted for consideration before the State Plan Board meeting and will personally take it up with the competent authorities to ensure its early and favourable resolution. For transparency, the text of the proposal presented by him before the DPC is reproduced below for information.
“DRMs – Regularisation: The Daily-Rated Mazdoors (DRMs) of various categories have been receiving 1/30th of the Pay + Dearness Allowance (DA) as per Government/Court orders since September 2017. As of date, around 7,520 DRMs are serving in various departments, including the Municipal Council and have been continuously working for the past 15 to 25 years without any monetary benefits other than their daily wages. Most of these workers are now nearing retirement age and are likely to be compelled to exit service without any retirement benefits. At this stage, it would be virtually impossible for them to secure permanent employment in other sectors through direct recruitment as per existing Recruitment Rules (RRs), despite having rendered prolonged and dedicated service.
In light of the above, it is proposed that all the existing DRMs working in various departments may be absorbed/regularized against existing vacancies and where necessary, by creating supernumerary posts as a one-time measure and as a special case, by relaxing general procedures and the matter shall be taken up with the competent authority for seeking necessary approval.
The decision for absorption/regularization of these DRMs falls under the purview of policy matters and can be executed through an administrative decision by the competent authority in consultation with the Ministry of Home Affairs (MHA), in order to safeguard the welfare and future of these long-serving workers.”
During the DPC, it was also highlighted that many DRMs, who were initially engaged directly by departments such as the Zilla Parishad, RD/Panchayat, Municipal and others, have had their mode of engagement changed to contractual DRM staff and have been classified as outsourcing staff. It was emphasized that they should also be considered for the grant of 1/30th Pay + DA, similar to the pay protection provided to the existing 7,520 DRMs and be included in the regularisation process without any discrimination.
Andaman Tourism officials and stakeholders Represents Andaman at at ASEAN-India Delegation during MATTA Fair 2025 at Kuala Lumpur
Sri Vijaya Puram, Apr 23: It was a moment of pride and international recognition as representatives from the Andaman & Nicobar Islands participated in the prestigious ASEAN-India Delegation during the MATTA Fair 2025, held from 18th to 20th April at MITEC, Kuala Lumpur. The participation was part of the ASEAN-India Tourism Professionals’ Exchange Program, under the banner of the ASEAN-India Year of Tourism 2025.
The ASEAN-India Pavilion at MATTA Fair was formally inaugurated by Mr. Pabitra Margherita, Minister of State for External Affairs and Textiles, Government of India, in the presence of senior officials and delegates from ASEAN nations and India.
The event was coordinated by the Assam Tourism Development Corporation (ATDC) and brought together around 80 delegates from India and ASEAN countries, aimed at enhancing tourism collaboration, professional exchange, and destination promotion.

District Administration, SA Reclaims Government Land from Encroachers
Sri Vijaya Puram, Apr 23: The District Administration, South Andaman in its continuous efforts to preserve community spaces and to ensure lawful use of public property has been keeping strict vigil and monitoring and government land is being restored back from encroachment by unscrupulous elements in the past few days in South Andaman District.
On April 23, 2025, a major eviction drive was conducted in Ferrargunj village. Encroachment on Set apart land was removed by a team of Revenue officials, with vital support from the Police Department and APWD staff. Additionally, unauthorized structures at Temple Myo, also in Ferrargunj, were cleared during the operation. A total of 10,200 square meters of government revenue land was reclaimed and restored to the Government Khaata.
Similar action was taken in Mithakhali Village, where Revenue officials dismantled unauthorized balli fencing and plantations, reclaiming an additional 1,500 square meters of government land.
In total, approximately 11,700 square meters of government revenue land has been restored to its rightful status by the District Revenue authorities.
Residents are strongly urged to refrain from unauthorized occupations, as stringent legal action will be taken against violators. To strengthen public participation in this initiative, the District Administration, South Andaman has provided multiple avenues for reporting encroachments or illegal constructions.

CPI (M) Strongly Condemns the Pahalgam Massacre
Sri Vijaya Puram, Apr 23: The Polit Bureau of the Communist Party of India (Marxist) strongly condemns the barbaric killing of 28 tourists in Jammu and Kashmir by terrorists. The CPI(M) extends deepest condolences to the families of the innocent people who lost their lives in the attack. Several people have suffered serious injuries in the attack. The CPI(M) extends wishes for their speedy recovery.
The perpetrators of the horrific crime must be apprehended and punished. The police and security forces are under the Central Government. The Central Government must leave no stone unturned in bringing the forces responsible for the dastardly attack to justice. The perpetrators of the crime are the enemies of the nation and more so of the people of Kashmir. It is incumbent on the Central Government to probe all angles of the attack including the lack of security in crowded tourist places.
The CPI(M) stands united with the people of India in this hour of tragedy against the extremist fundamentalist forces.
World Book Day Celebrated at State Library with Grand Book Exhibition and Literary Enthusiasm
Sri Vijaya Puram, Apr. 23: World book and copyright day is celebrated globally declared by UNESCO on 23rd April, to recognize the power of books as a bridge between generations and across the cultures emphasizing on promoting reading, publishing and intellectual property rights. As a part of the celebration, a Book Exhibition was organized in the State Library which was inaugurated by Shri. Vikram Singh, Director (Education) as the chief guest.
The Director (Education) emphasized the importance of books in shaping our knowledge, imagination and critical thinking skills. He encouraged students and readers to explore the world of books and make reading a lifelong habit. The State Library’s initiative to organize this exhibition reflects its commitment to promoting literacy and cultural enrichment in the community. Deputy Director of Education (Plg), Smt. Archana Singh, Deputy Director of Education (Science), Shri Ram Pravesh large gathering of students, readers, head of schools and various Department attended the event, showcasing their enthusiasm for literature. The Book Exhibition will remain open for general public from 9 am to 7 pm on April 24 and 25.
The book exhibition features a vast collection of more than 850 books across various genres including fiction, non-fiction, children’s book, Yoga, health, medicine, sports and games, geography and history, books on Andaman, Education, religious books, philosophy, psychology, agriculture, environment, competitive entrance exam books and regional language books.
PM Vishwakarma Scheme Awareness Camps Boost Artisan Enrollments in North & Middle Andaman
Sri Vijaya Puram, Apr. 23:PM Vishwakarma Scheme, launched by the Hon’ble Prime Minister of India on 17th September 2023 is a Central Sector Scheme aimed at providing comprehensive support to traditional artisans and craftspeople who work with their hands and tools.
The scheme covers 18 traditional trades, including i) Carpenter; (ii) Boat Maker; (iii) Armourer; (iv) Blacksmith ; (v) Hammer and Tool Kit Maker; (vi) Locksmith; (vii) Goldsmith; (viii) Potter; (ix) Sculptor, Stone breaker; (x) Cobbler (Shoe smith/ Footwear artisan); (xi) Mason (Rajmistri); (xii) Basket/Mat/Broom Maker/Coir Weaver; (xiii) Doll & Toy Maker (Traditional); (xiv) Barber; (xv) Garland maker; (xvi) Washer man; (xvii) Tailor; and (xviii) Fishing Net Maker. The initiative aims to empower Vishwakarma community members through skill development, credit support, modern tools, and market access.
To provide compressive awareness about the scheme and promote enrollment of targeted group under the scheme, a focused campaign was organized in North and Middle Andaman with support of District Administration of N & M Andaman District and active participation by Rural Development Department, Gram Panchayat of the respective area.
The Department organized 3 camps in Rangat Tehsil, Mayabunder & Diglipur Tehsil on 17th, 21, & 22nd April respectively. The Assistant Commissioners of the above Tehsil have lead the campaign and Senior Officials of Directorate of Industries attended the programme and deliberated the importance of the scheme and the benefits that can be availed for augmenting social economic status of the artisans. Officials offered on-the-spot registration assistance and guidance regarding the documentation process, training modules, and available financial support
The first camp organized at Rangat on 17th April, 2025 was graced by Assistant Commissioner Rangat in the presence of BDO, Industries Department & SBI Officials and PRI members which was attended by more than 30 participants. At the end of the camp, 13 beneficiaries were identified and 7 enrollments were made on the same day.
The second camp organized at Mayabundar on 21st April was attended by 30 participants. Shri Ajit Anand Deputy Director, accompanied by Shri T. Alvi Kutty Assistant Director (Tech) deliberated the scheme details to the participants through PPT.
The third camp organized at Subhas Gram, Diglipur on April 22, 2025 was attended by more than 80 participants most of them are working on the trades covered under PM Vishwakarma Scheme. The programme was conducted in association with the District Administration in the presence of Officials of Directorate of Industries, RD & Panchayat and PRI members.
At the end of each program, the issues raised by the stake holders were discussed.
SBM Ambassador visits GSSS Haddo (Telugu)
Sri Vijaya Puram, Apr 23: To Check cleanliness and sanitation under Swachh Bharat Abhiyan , Mr. Naresh Chander Lal Padmashri Awardee and Ambassador of Swachh Bharat Mission Andaman & Nicobar Islands , today visited the Govt Senior Secondary School Haddo ( Telugu ) and interacted with the students and teachers to maintain cleanliness at their school premises as well as to their respective society .
He also requested all the students to keep themselves away from harmful substances and encouraged them to keep themselves fit by indulging in sports and games. He also emphasized the students to participate in Schools Cultural programmes.

ICDS Urban Project Celebrates Valedictory Function of Poshan Pakhwada 2025
Sri Vijaya Puram, Apr 23: ICDS Urban Project successfully organized the Valedictory Function of Poshan Pakhwada at the CDPO Office, Dollygunj on 22/04/2025, marking the conclusion of a series of events dedicated to spreading awareness about nutrition and health.
During the function, prizes were distributed to the enthusiastic participants who actively took part in the various competitions and awareness activities organized throughout the Poshan Pakhwada. These activities aimed to engage the community, particularly women and children, in understanding the importance of nutrition and healthy practices.
The Valedictory Function served not only as a celebration of the efforts put in during Poshan Pakhwada but also as a reaffirmation of the ICDS Urban Project’s commitment to promoting health and nutrition.
The event concluded with words of encouragement from the dignitaries, who appreciated the dedication of the ICDS team and urged the community to continue adopting healthy lifestyles.
Hutbay Hosts POSHAN Pakhwada Celebrating Inclusive Nutrition Awareness for All Children
Hutbay, Apr. 23:The Block Project Office, Samagra Shiksha, in collaboration with the Education Department, Medical Team, and ICDS Project, organized a POSHAN Pakhwada at the GMSSS Hall, Hutbay. The event was held under the leadership of Shri Prabhash Roy, Block Project Officer, and Smt. Nirmal Jaya Kodi, Headmistress.
The program witnessed enthusiastic participation from approximately 50 students, including Children with Special Needs (CwSN), along with their parents. The chief guest for the event was Shri Prabhash Roy, while Smti. B. Albakka, Mukhiya Sevika, Little Andaman and Smt. Elise Reupen, Lady Health Visitor were the guests of honour. The program focused on the importance of nutrition, highlighting the health benefits of vitamins, minerals, fats, and dietary fiber, particularly for growing children and CwSN. It aimed to raise awareness about holistic health and well-being while promoting inclusivity.
Key Resource Persons, PGT Shri Shashanka Das, PST’s, Special Educators, BRP (CwSN), PSRT, ASHA Worker, Anganwadi and Coordinator Ms. Naw Jasleen also played vital roles in ensuring the success of the event.
